Position Summary: 

 

The Senior Director of Facilities Management and Capital Planning is a senior level management position at Mastery Charter Schools.  Mastery currently operates and maintains 20 school buildings across Philadelphia and Camden.  The Senior Director of Facilities Management and Capital Planning (DFCM) will oversee the daily operations of capital planning and facilities operations including health and safety, capital construction, maintenance, and energy management.

 

Reporting directly to the Chief Operating Officer as well as interfacing with the CEO and school Principals, this position requires a seasoned professional to assess, develop, and implement all aspects of the short and long range operations and capital planning initiatives and goals in support of Mastery’s mission, vision, and values.  The Senior Director will set policy for the facilities organization and be responsible for hiring skilled professionals to adhere to Mastery’s high standards for excellence. The Senior Director also coordinates facilities-related emergency response activities for the network of schools. The position will directly manage 2 Regional Facilities Managers and interface regularly with the central and school-based operations team members.  The Senior Director will also have a dotted line management authority over school-based building engineers.  The position will be based out of Philadelphia.

 

Duties and Responsibilities:

  • Leading the development and execution of the vision for the department
  • Developing and implementing the multi-year Maintenance and Capital Refresh Plan to ensure the upkeep of all facilities, grounds, and major systems
  • Driving the development and annual review of a Long Range Facilities Plan to ensure the facilities adequately support the educational needs of students, staff and community.
  • Providing an efficient work order system for repairs of facilities and equipment that ensures all maintenance and repairs are completed in a timely fashion
  • Providing regular work order status and project reports to the COO and school Principals
  • Recommending and developing policies and procedures related to facilities management and usage
  • Overseeing regular inspections of all school facilities, grounds, and equipment to ensure high standards for cleanliness, and safety are maintained
  • Developing and recommending yearly operating and capital budgets
  • Maintaining current drawings and engineering records describing facilities
  • Developing, implementing and monitoring all cost-reduction initiatives such as an energy conservation program
  • Ensuring compliance with all OSHA, EPA and other local, state, and federal government regulatory agencies

Qualifications:

  • Experience managing teams in large organizations and creating systems
  • Background and knowledge of engineering and management principles, practices and concepts to include facilities planning and maintenance management; contract management; and utilities management.
  • Outstanding project management skills
  • Exceptional communication, presentation and negotiation skills
  • Superior analytical and problem solving capability; exceptional communication, organization, and leadership ability; ability to flourish even when dealing with ambiguity

Education and Experience:

  • Bachelor's degree in engineering construction management, architecture, engineering, or related field OR
  • Have at least five years of experience in construction and/or property management, with a minimum of three years in a supervisory capacity
  • Preferred experience in a multi-building environments (e.g., school district or university settings)
